Brass blade card trimmer with wood handle. Used to specially prepare playing cards. With a number of adjustments to make Strippers and trim cards for other purposes. Likely manufactured by George Graham, but not hallmarked. Handle is a modern replacement. We would suggest sharpening the blade before use. Very good condition.
